The certificate for the OVIR is intended to confirm that you are not currently called up for military service and do not undergo alternative civilian service. In our country, this certificate is very difficult to get a draftee who does not have the right to deferment from drafting. Communication with the staff of the military registration and enlistment office is rarely a pleasant thing. How to get help with the least loss of time and nerves? First of all, find out the working hours of the military registration and enlistment office. Find out precisely and in advance the time and place for receiving documents, because the office you need does not work every day.

Prepare the following documents:
copy of the first page of the passport and the registration page;
original certificate of employment (in which the length of service is required). Students must bring a certificate from the educational institution, and unemployed need to get a certificate from the employment center;
original military ID (if you have one).

Write to the military registration and enlistment office (the military enlistment office will provide the form) to issue a certificate, which will confirm that you are not subject to call for service on the day the certificate is issued.

Expect a certificate within 10 days.

If you are avoiding the draft, it is better to apply for help during the inter-draft period, that is, in winter and summer. Otherwise, you may be given a summons along with a certificate, according to which you will be required to appear at the military registration and enlistment office.
Useful advice
The employees of the military registration and enlistment office are simply obligated to issue you a certificate stating that you are not subject to draft at the moment, or that you are already undergoing military service. There is no third. But in practice, they can tell you that, since you are a person of draft age, you are not subject to the draft and leave the country. This is illegal and you must request a certificate. If the military registration and enlistment office does not meet you, you can appeal to the district court.
