Sergei Viktorovich Pugachev was born in Kostroma on February 4, 1963. He was the owner of Mezhprombank, an international investor, and a politician. He wrote three monographs and more than 40 scientific articles.

Parents of S. Pugachev are hereditary military. Grandfather served as an officer of the imperial army, the second held a commanding position in the Red Army. Father also served in the Airborne Forces, commanded an assault brigade.
