Nikolai Viktorovich was born in Kaluga, at the end of November 1971. He grew up in an incomplete family, but even one mother managed to raise from him an honest, purposeful man. All that my mother demanded from Nikolai was to study well. When the young man, after 8th grade, was about to enter a local vocational school, she opposed this step, insisted that he receive a good education. As a result, Nikolai graduated from the "ten", entered the historical course of the Kaluga Pedagogical Institute.
In 1993, Nikolai Viktorovich received a "red" diploma of a teacher of history and socio-political educational disciplines in the direction of "law". After 8 years, he decided to get another higher education - in absentia he completed a course in law at the Kaluga branch of the Moscow Humanitarian and Economic Institute.
At the same time, a man already successful in his career at that time took a business administration course at the Obninsk branch of the Franco-Russian Institute. Career of Nikolai Viktorovich Lyubimov
The future governor of the Ryazan region began his career in 1993, as the head of the research department (sector) of his native Tsiolkovsky Pedagogical Institute in Kaluga. After 4 years, he joined the government of the Kaluga Region - received the post of chief specialist in the legal department, and then headed the investment department of the Department for Economic Development of the region.
In 2007, after the resignation of the head of Kaluga, Lyubimov was appointed interim. In this post, Nikolai Viktorovich established himself as a responsible and uncompromising leader, he easily coped with the tasks assigned to him. As a result, he became mayor of Kaluga and held this post until 2010.
At the end of 2010, Lyubimov received the “chair” of the Deputy Governor of the Kaluga Region, and 5 years later he headed the regional Legislative Assembly.
In 2016, Nikolai Lyubimov became a member of the State Duma. There he represented several regions at once - the native Kaluga, Smolensk, Bryansk and Tula. The powers of a deputy of the State Duma of the Russian Federation were removed from Nikolai Viktorovich when, by decree of the President of Russia, he was appointed acting head of the Ryazan Region.
For his work for the benefit of his native Kaluga region, Lyubimov received three awards - an anniversary medal in honor of the 70th anniversary of victory in the Second World War (for his contribution to the patriotic education of the young generation), an honorary diploma from the Federation Council of the Russian Federation, and a third degree medal "For Merit to the Kaluga Region".
Activities of Lyubimov as Governor
Before Lyubimov, Ryazan Oblast was headed by Oleg Kovalev. His term ended in October, but he resigned ahead of schedule to re-nominate his candidacy, for a new term. The President of the Russian Federation appointed Nikolai Viktorovich temporarily to the post of head of the region.
Lyubimov also put forward his candidacy in the gubernatorial elections, and won, and with a record “score” - he won more than 80% of the vote. That is, for several months of his work, he managed to gain the trust of citizens of the Ryazan region.
Lyubimov took office a week after the election, and a month later he held an open dialogue with his voters. Not all colleagues in the regional government understood and accepted the choice of citizens, but they had to come to terms. Most of the new subordinates were even happy with the change of leader. According to his past professional achievements, Lyubimov was positioned as an experienced economist, he already had the rise of a deeply subsidized region (Kaluga region) on his account, and they expected the same from a new post.
Already after a year of work, analysts began to give their assessments of its activity, and there were much more pluses than minuses. The advantages they attributed to the fact that he was able to clean up the area. But individual entrepreneurs were dissatisfied with his policy, they believed that they were undeservedly “surviving” from the streets of Ryazan cities.
Lyubimov “redrawed” the regional government, cleaned up recreation areas, removed numerous “stalls” from the city streets, made medicine more accessible.
