Experts in the coming decade predict stable demand for energy and their derivatives around the world. This was announced by Vladimir Putin at the first meeting of the presidential commission on fuel and energy complex and environmental safety on July 10, 2012. In his speech, Vladimir Vladimirovich outlined the main priorities in the development of the fuel and energy complex and expressed his wishes for the work of the commission. At the same time, he gave several examples and voiced very interesting figures.

The main task of this commission, Putin especially emphasized, is to establish the clear work of all the mechanisms of the fuel and energy complex and create a coordinate system for its development. The main requirement of the president is to ensure "transparency" in the industry. First of all, it is necessary to restore order with payments in the country's electric power industry. In addition, Vladimir Vladimirovich negatively commented on the existing practice of competitive distribution of mineral resources of federal significance and said that henceforth such areas should be sold only at auctions. Existing dividends have also been criticized because they do not meet international standards. Putin called on industry companies to follow Rosneft’s example, whose leader promised to continue to pay shareholders up to 25% of the company's profits.
The five main tasks of the Russian fuel and energy complex for the coming years were described by Putin as follows:
Firstly, it is necessary to expand the geography of mining, including the development of offshore deposits. According to the president, it is necessary to improve the quality of exploration. These measures will not only strengthen the raw material base, but also attract additional investment in the industry and help in the development of new technologies.
Secondly, it is necessary to maximize the efficiency of existing projects. Vladimir Vladimirovich emphasized: "Fuel and energy complex is a high-tech industry." The latest technical and scientific developments and modern equipment should be applied.
Thirdly, international cooperation should be developed. After Russia's accession to the WTO, the economic attractiveness of such transactions increased, and companies should actively attract foreign capital. Acting on international markets needs to be bolder: feel free to offer your services and seek new niches. At the same time, Putin recommended paying attention to cooperation with the CIS countries.
Fourth, it is necessary to continue the privatization of state assets. But at the same time, the approach to privatization should be "principled, market, balanced." As an example, Putin cited the capitalization of RusHydro, which was carried out at a lower cost: "You can’t just sell today that will cost $ 40 billion tomorrow. Sell at the rate of $ 7.5 billion, " the president said.
Fifth, you need to take care of the environment. The development of the Russian fuel and energy complex should not adversely affect the environment.
