There are several ways to form an army. In Russia, the conscription service is still practiced. At the same time, the young man, having returned from military service, remains liable for military service. Some other categories of Russian citizens also belong to the category of military men, not only men but also women. Every conscript is conscripted, but not every conscript is a conscript.

Dormitory and draftee
A young man who has reached 16 years of age, under Russian law, is required to register on the primary military register. He passes a medical examination, military registration documents are drawn up for him. But it’s too early for him to join the army. He is considered a draftee. Absolutely all young men become primary military records. Evasion of registration is an administrative offense and is punishable by a fine.
The question of fitness for military service is decided when a young man turns 18 years old. He receives a summons from the military commissariat. Now he is considered a conscript, he again undergoes a medical examination, the results of which decide whether he is fit for military service due to health reasons or not. In addition, the military registration and enlistment office conducts professional selection and determines in which troops the young man can serve.
The military specialty is also determined for those who are not fit for active military service. For example, a conscript may be fit for non-combat, non-combat service in wartime, etc. The draft is decided by the draft board. In any case, a conscript becomes liable for military service, unless the youth is not fit for military service at all.
Who are the military
Even if a young man has not been drafted into the army at the moment, he becomes liable for military service. That is, if necessary, he is obliged to come to the military registration and enlistment office and join the army in that military specialty, which he was identified when he was registered. Those who have already served in the army as a conscript soldier are also considered to be liable for military service. Among those liable for military service there are people who did not serve in the army, but who underwent military training, for example, in a higher educational institution and received an officer rank, as well as retired officers. Men who do not have an officer rank remain liable for military service from the moment of registration to 50 years. The age limit for officers depends on the rank.
