In order to establish disability, it is necessary to apply for a medical and social examination with a set of documents confirming the presence of health problems. The application is submitted by the patient or his legal representative. Within the framework of ITU, a comprehensive assessment of the state of human health is carried out, its ability to self-care is determined, and violations in the functioning of various body systems are detected.

In order to undergo a medical and social examination, the applicant must come to the ITU bureau at the place of residence. If the patient is limited in movement, the examination can be carried out at home after receiving the appropriate medical opinion. ITU experts study the history of the patient’s illness and life, assess the social and working conditions of his life, and also test the mental and emotional-volitional sphere in order to identify the corresponding disorders. If the patient is a minor, he is assigned the category of "disabled child". Disability groups are established only for adult citizens.

The first group of disabilities is established if the patient is not capable of self-care without auxiliary devices, is not capable of independent work, and cannot do without assistance. The second group of disability is established with less pronounced violations, when the ability to self-care remains. The smallest capacity limitations are observed in patients with the third disability group. There is a special list of diseases and diagnoses that affect the establishment of a disability group. All these factors are taken into account by ITU experts.

The final decision of experts on the assignment of a disability group to a patient is taken during the vote after considering all the necessary documents and conducting a comprehensive examination. The results of the decision are immediately communicated to the applicant. If necessary, they can be challenged in court.
