Information on the criminal record of a person living in the territory of the Russian Federation is stored in the databases of the Main Information and Analytical Center of the Ministry of Internal Affairs of the Russian Federation and its various units. Since criminal records are classified as restricted information, they are provided only according to the requirements of authorized bodies, operational law enforcement officers and officials. At the moment, the Ministry of Internal Affairs order No. 965 of November 1, 2001, "On Approving the Instructions on the Procedure for Providing Citizens with Certificates of the Availability (Absence) of a Criminal Record, " is in effect. It establishes a procedure for working with applications from citizens of the Russian Federation and persons located in the territory of the Russian Federation on the issue of certificates to them about the presence or absence of a criminal record. The State Aviation Administration Center of the Ministry of Internal Affairs of Russia and the information centers of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, and the Internal Affairs Directorate are directly responsible for the issuance of criminal records.

Applications for a certificate of no criminal record are accepted from citizens upon presentation of a passport in the relevant structural units of the Ministry of Internal Affairs (you can contact the Ministry of Internal Affairs at the place of residence from where your application will be sent to information centers). A criminal record is issued to the applicant personally in hand, against signature and upon presentation of a passport. Non-demanded criminal records within 2 months after their consideration are written off with the mark "not claimed by the applicant."
