The right of citizens of the Russian Federation to apply with statements both to state bodies and at the place of residence, to local self-government bodies is fixed in the Constitution of the Russian Federation. The implementation of this right and the legal aspects associated with this procedure are regulated by the Federal Law dated 02.05.2006 No. 59-F3 "On the Procedure for Consideration of Appeals of Citizens of the Russian Federation".

In order for your appeal or complaint to take the form of a document, they must be submitted in writing and sent by registered mail with a notification. The notification is a document confirming the fact that your complaint was received by the addressee. The notice should indicate the date your letter was delivered. This date is the beginning of the countdown of the period established by law for studying facts and preparing an answer. Be sure to save the notification.

Specify on the Internet or by phone, the exact postal address of the administration, as well as the name, patronymic and last name of the head of administration of your municipality. If you want to file your complaint in writing in person, take an interest in which office you receive citizens' applications and at what time you can go there.

In the address part of the complaint, which is filled in the upper right corner of the sheet, write the name of the local government, position, initials and surname of the official. If you do not know any of these details, it’s not scary - even enough to mention only one thing: the name of the local government or position. In addition, you should definitely write your real last name, first name, middle name. Indicate the real address to which you should receive a response to your complaint. At the same address you will receive a postal delivery receipt.

State the essence of your complaint with the exact place, date and time at which the event that caused your indignation occurred. If possible, indicate the names and positions of the characters. If you know which law or regulation was violated, refer to it.

At the end of the appeal, put the current date and your signature, give its decryption. Fold a sheet of paper, put it in an envelope on which write the mailing address of the administration. Go to the mail and issue the letter as "registered with a notification." By law, you must receive a response within one month after delivery of the letter to the addressee.
