According to the law, every citizen of Russia can apply to any organization in writing, and they are obliged to answer him within a month from the moment he receives his letter. Depending on the content of the appeal, they are divided into three types: complaint, information request and proposal.

The most popular type of appeal is probably a complaint. Often, a timely complaint is the only way to get things moving. An ironic attitude among the people and to the proposals: the Soviet traditions are memorable, when the letters of the workers turned into plots for jokes. But what the hell is not joking: maybe your idea will turn out to be right.

It is optimal to build any appeal to the authorities according to this scheme:
1) the so-called “heading”, which indicates where the appeal is addressed, who the author is (anonymous letters are not considered), to what address the response should be sent. Usually, the “heading” is placed in the upper right corner: on a line to the name of the institution, last name, first name and patronymic of the author, two or three lines are occupied by his postal address and telephone number;
2) the name of the document, depending on the meaning (request, complaint, statement, proposal, etc.). For example, in the center in capital letters: "COMPLAINT". Further, from a new line and with a small letter: "to illegal actions ….".

3) the substantive part, which sets out the essence of the appeal: in connection with which a person writes to this or that organization, asks about what;
4) date and signature.
It is best to write briefly, without emotions, focusing on the most significant facts and events that speak for themselves. Referring where to the place for the law (preferably with an indication of a specific article, part, paragraph), the author will show himself in a favorable light.
If the proposal is sent, the argumentation for each position will not be superfluous, but the thought should not flow along the tree.

Do not forget to indicate in the address where exactly it is addressed, your surname, name and patronymic and the mailing address for the answer.
A contact phone will not be superfluous.
If you send the appeal by mail, do not forget to sign it.
The texts of appeals of citizens should not contain insults and threats. Otherwise, the letter will simply not be considered.
Useful advice
If you have documents confirming what you state in the appeal, attach copies of them to the letter, and when sending via the Internet - scans (usually in the form of online calls there is an option for attaching files).
If you have additional evidence, specify in the letter the willingness to provide them.
When describing the actions of an official who are appealing, try to avoid value judgments. A neutral business tone, in contrast to excessive emotionality, appeals to you the reader.
If you come to conclusions that are unpleasant for the person involved, do not forget to emphasize that this is your opinion: “I consider actions illegal, ” “I consider such behavior unacceptable.”
