Recently, The Boston Consulting Group developed a development plan for the Russian Post for the next 8 years. The implementation of this project will completely change the postal service system, however, it requires significant investments - about 220 billion rubles.
After Russia's entry into the WTO, Russian Post expects a 2-3-fold increase in international mail. At the same time, the number of forwarded orders from foreign online stores, such as Asos and TaoBao, is increasing. To speed up delivery, new places of international mail exchange are launched, which will ensure the rapid receipt of international mail. Also, to optimize logistics, the network of Automated sorting centers will be expanded, the use of which will reduce the time for processing correspondence.
In order to help document management for citizens and organizations, it is planned to launch a network of official electronic mailboxes. Registration and issuance of a password for access to such a box will be carried out only upon presentation of a passport.
In 36 cities of Russia, post offices will be installed - special stations for receiving orders from online stores and distance selling enterprises. They will be installed not only at post offices, but also at train stations and shopping centers. Thus, parcels can be received faster, and overall queues in the mail will be reduced. To track the receipt of mailings and transfers, the SMS notification service is introduced. To start using it, just fill out a special form at the post office.
In order to improve the quality of service in post offices, other principles for organizing jobs, new standards of service and a uniform for employees will be introduced. To monitor the compliance of the post office with established service standards, it is planned to regularly conduct checks with the participation of "mystery shoppers".
However, when and to what extent the planned innovations are implemented, now it depends on the results of the consideration of the law "On Postal Communication". The fact is that the draft of this law no longer has a ban on the privatization of Russian Post, which is currently in force. And if this organization goes into private hands, one can expect the emergence of new structures and new tariffs on the postal services market.
It is assumed that courier operators and universal postal operators will operate. Moreover, courier services will be able, after obtaining a license, to provide all types of postal services, except for sending simple letters. Each operator will be able to set prices for postal services independently. But the law states for a universal communications operator that prices for services should be uniform in all regions and their maximum value should be prescribed, which should not be exceeded. In addition, the law does not provide subsidies for the Russian Post, which, coupled with the introduction of a new tariff system, may result in financial losses.
