According to the data indicated in the biography, Andrey Klepach was born on March 4, 1959 in a Moscow family. He studied well at school and, having received a certificate of maturity, entered the Moscow State University. In Soviet times, education received at Moscow State University was highly valued abroad. In 1981, a graduated economist and professor of political economy entered graduate school. His career as a scientist developed successfully and in 1987 he defended the title of candidate of economic sciences. Then he continued his teaching activities at the Department of Economic Deadlocks of Capitalism at the present stage.

Work in the ministry
The reform of the Russian housekeeper was closely watched by foreign partners. In 1997, Andrei Nikolayevich was invited to cooperate with the Central Bank of Finland. The expert was asked to make a forecast for the medium term for establishing economic relations with Russia. The candidate of economic sciences has confirmed his high status. At the next stage, Klepach took the post of director of the research department at the Central Bank of the Russian Federation. Then for five years he headed the famous "Development Center" under the Economic Research Foundation. After that, I had to say goodbye to creativity and take an administrative position.
In the spring of 2004, Andrei Nikolaevich took an office within the walls of the Ministry of Economic Development and Trade. Officially, his position was called Director of the Department of Macroeconomic Forecasting. To put it simply, military, Klepach was appointed chief intelligence officer. He had to establish an optimal and efficient network of informants supplying important data for the department. A group of analysts screened out "empty" messages and based on reliable information made a forecast. Specialists know that oil prices themselves do not change. Any change is preceded by certain events, at first glance, far from the oil market.
For ten years, Klepach has been making forecasts. In parallel with the main work, a highly qualified specialist took part in the development of the Russian World project. An integral part of this document was the country's development program until 2020. It should be noted that today in the ruling elite there is no consensus on further ways of development of the country. Some believe that it is necessary to deepen cooperation with the European Union and the United States, while others advocate relying on their own resources. Andriy Klepach insists on integration with Ukraine and other CIS countries.
