Explore the possibility of joining a particular country in the European Union. Geographically, it should be located in Europe. However, exceptions are possible if the country is in many ways close to Europe culturally. So, for example, what happened when Cyprus was admitted to the EU. Also, the country must be democratic, that is, it must have freedom of speech and fair elections must be held. The candidate state is obliged to ensure the observance of human rights on its territory, as well as to have a sufficient level of economic development for functioning on an equal footing with other EU countries.

Prepare documents for joining the European Union. The process begins with the candidate state submitting its application, which is considered by the European Commission and then by the European Council. Both of these organizations should give a positive conclusion on the issue. This takes into account the political and economic situation in the candidate country.

Start negotiations on the conditions for the country's accession to the EU. During this stage, the state receives a number of conditions necessary for membership in the European Union. Often a country even has to change its legislation so that it does not conflict with the legal norms of treaties between EU countries. The discussion may also concern economic aspects, for example, maintaining financial assistance from the state to certain sectors of the national economy.

When agreeing on many conditions, prepare an agreement on associate membership in the organization. It may contain a transitional period during which a country prepares to become a full-fledged part of the EU. The agreement may also determine the conditions for joining the Schengen agreement and joining the euro zone.

Sign and ratify the EU accession treaty. The European Union should do the same with the consent of the European Parliament.
