The federal law adopted on November 29, 2010, which entered into force on January 1, 2011, completely changed the rules for issuing compulsory medical insurance policies and receiving medical services for them. The new policy will be issued to all citizens residing on the territory of the Russian Federation, with or without Russian citizenship. A temporary medical policy is issued for a period of 30 days to all citizens of the Russian Federation, persons recognized as refugees, foreign citizens who have a permit for permanent residence in the Russian Federation. This deadline for issuing a temporary policy is set exactly until the moment when a permanent MHI policy is issued and issued, which will be valid throughout the entire Russian Federation. It does not need to be changed when changing jobs, residences, insurance companies. When changing the insurance company, a mark field is provided.

You can also apply for a temporary policy if you came temporarily to the Russian Federation and received a permit for temporary residence and work. The temporary policy will be valid for the entire period of residence on the territory of the Russian Federation specified in the permit issued by the FMS.

To obtain a temporary medical insurance policy for citizens of the Russian Federation, refugees, foreign citizens, you should contact the employer with whom you entered into an employment contract or the administration at the place of residence. After 30 days, a permanent medical insurance policy will be issued. All 30 days established by law for the issuance of a permanent policy, medical assistance can be received on a temporary document.

To obtain a temporary medical insurance policy for compulsory medical insurance for citizens who have received a temporary residence permit in the Russian Federation, you must also contact the employer and the administration at the place of temporary residence. The issued policy will last as long as a foreign citizen resides in the territory of the Russian Federation. If the FMS extends the period of stay, then you can extend the temporary policy.

Citizens who have arrived temporarily on the territory of the Russian Federation and have not received a residence permit can only rely on emergency medical care or take out voluntary medical insurance. They will not be able to obtain a temporary document that allows them to use medical services in the territory of the Russian Federation.
