Young people of military age to obtain a passport must submit a certificate from the military commissariat at their place of residence to the OVIR. She must confirm that this citizen on the day of the application for a passport was not subject to draft for military service. If you are a person of draft age, but have not yet served in the army, having a deferment of study or health condition, select the inter-draft period from January 1 to March 31, or from September 1 or 30, to receive a certificate. At this time, getting the right document will be much easier. This certificate, which was previously called "Form 32", is now, in accordance with the order of the Ministry of Defense No. 400 of 01/01/2008, referred to as Appendix No. 2 or a certificate for the OVIR.

Call the military registration and enlistment office at the place of your registration and check the office hours where such certificates are issued. They are obliged to issue it to you if the draft committee has not decided to call you up for military or alternative civilian service. Even if you come for a certificate on the eve of how such a decision will be made by the draft board, they must issue it to you. The text of the certificate will indicate the period by which you will not be subject to draft in the army.

To get a certificate from the military enlistment office, bring a copy of your passport with you. You will need only the first pages with a photo and the page on which there is a registration stamp. In addition, you will need a certificate from the place of study or work indicating the length of service. If you are unemployed, bring a certificate from the Employment Center, where you are registered. In the event that a military ID is in your hands, it will be necessary to present it.

At the military commissariat, ask the secretary to issue you an application form of the established form for obtaining a certificate at the OVIR. Fill out the form and submit it by presenting the listed documents. Not later than 10 working days, the military registration and enlistment office is obliged to issue you this certificate. It will be valid for one calendar month, so do not delay with paperwork and immediately turn it over to the OVIR for a passport.

Persons who have a military ID and have served in the army are not required to submit a certificate from the military registration and enlistment office when applying for a passport.
