Traumatic weapons, although not an excellent tool against criminals (especially armed ones), still require compliance with sometimes very stringent requirements of the law. However, proper knowledge of Russian law saves the owner of the "traumatic" from an unnecessary headache, and sometimes opens for him some inaccuracies in the laws, which are very useful for him to know. In this article we will consider the rules and features of the transportation of traumatic weapons.
Instruction manual
1
Concerning the transportation of traumatic weapons, one should first of all be guided by Decree of the Government of the Russian Federation of July 21, 1998 No. 814 (the latest revision of which is dated February 28, 2013) "On measures to regulate the circulation of civilian and service weapons and their ammunition in the territory of the Russian Federation."
According to paragraph 75 of this law, it is possible to transport traumatic weapons without permission if you move within the region (region, republic, autonomous region, or city of federal significance - Moscow, St. Petersburg, Sevastopol) where your weapon was registered in internal affairs bodies.
The law also establishes the need to transport traumatic weapons in covers, holsters or special cases.
Otherwise, if you do not go "far from home", the transportation of traumatic weapons is not something very complicated from the point of view of the law. Therefore, it is also possible that you yourself will wish to provide yourself and others with additional safety measures, such as: putting a weapon on a guard, carrying it discharged, etc.
2
However, if you are going outside your area, in this case you will already need a special permission for this from the ATS, in which your weapon is registered. With this permission, you can also transport weapons by personal transport, intercity bus, and coupe.
3
If you go to another area with traumatic weapons on a reserved seat car, then you will need to hand over the gun to the train foreman.
4
During an air flight, a citizen must hand over the existing traumatic weapons to the police or the air security service. After that, the weapon will go for inspection, and its owner will need to draw up documents for its transportation. For this, an act is drawn up in 3 copies, which is signed by the owner of the traumatic weapon and an authorized person responsible for safety. One copy of the act remains with the citizen, the other goes to the crew, the third accompanies the luggage statement. Traumatic weapons during the flight are stored in the cargo compartment of the aircraft in a plastic or metal box. Upon arrival, the “disarmed” citizen provides the airport with an act, after which his weapons are returned to him.
5
Perhaps the most difficult situation for you will be if you suddenly get ready to carry more than 5 units of traumatic weapons and / or over 400 rounds of ammunition for some purpose (well, what if all kinds of situations happen in life, agree). In this case, based on paragraph 77 of the above law, transportation is carried out in the manner prescribed for legal entities. That is, to move weapons or ammunition in such quantities, you must at least hire two-person guards.
note
In some regions, the process of obtaining permission from the ATS to transport traumatic weapons may be accompanied by long queuing and bureaucratic red tape. In the case of transportation to other regions, also prepare for the fact that law enforcement officers are likely to ask why you need a traumatic gun, for example, when traveling to relatives or on vacation.
Useful advice
At present, the owner of a traumatic weapon may be faced with the fact that in practice no one really monitors his compliance with the legislative requirements for the protection, maintenance and transport status of a traumatic weapon. This is because the law mentioned in this article almost does not determine on the basis of what documents persons are required to transport weapons. This is indirectly stated only in paragraph 77. Let us quote literally "Transportation of weapons and ammunition in quantities exceeding these standards is carried out by citizens of the Russian Federation in the manner prescribed for legal entities." Thus, if you have less than 5 units of traumatic weapons and less than 400 rounds of ammunition for it, most likely you will not be required to strictly observe the conditions for their transportation. You can take this fact into account, but still it is better to do everything as it should.
