All citizens of the Russian Federation covered by the compulsory pension insurance program can independently decide who to entrust the management of the funded part of the pension with. To do this, they can leave these funds in the Pension Fund of Russia or transfer them to a non-state pension fund.

The first thing to do is choose a non-state pension fund. As of June 3, 2011, 117 NPFs were registered in the Russian Federation. The number of non-state pension funds has more than halved in recent years, and many have reorganized. Therefore, you should carefully approach the choice of a non-state pension fund, make inquiries in advance and choose the most reliable one.

After a non-state pension fund is selected, it is necessary to apply to it in order to conclude an agreement on compulsory pension insurance. To conclude an agreement, you must have a passport and an insurance certificate of state pension insurance (green card).

When a compulsory pension insurance agreement is concluded with a selected non-state pension fund, you need to write a letter about the transition from the PFR to the NPF. This must be done before December 31 of the current year. This statement must be submitted to the territorial authority of the Pension Fund of the Russian Federation or to an organization that has a cooperation agreement with the FIU. This statement prescribes to which non-state pension fund it is necessary to transfer pension savings funds.

After a contract with a non-governmental pension fund has been concluded and the funds have been transferred to it, the selected non-state pension fund is required to inform the insured annually about the amount of pension savings and the results of investing in these funds by September 1.

Non-governmental pension funds can be changed once a year. You can also return to the Pension Fund of the Russian Federation. To do this, it is necessary to resolve this issue by December 31, and the funds will be transferred to the selected fund by the end of March next year.
