A rally is a public meeting of citizens of more than 15 people. His goal is to express his attitude to any event or a specific person. Rallies are held in protest when it seems to citizens that some action infringes on their constitutional rights. The purpose of the rally is to draw attention to the problem that has arisen, to demand its solution. The law allows citizens to express their protest and demands in the form of a rally, but subject to a number of specific conditions.

If you decide to organize a rally, then, according to the law, you must have Russian citizenship, reach the age of 16 and be legally capable (that is, if you are recognized as legally incompetent by a court decision, you have no right to act as an organizer of the rally).

If you are not acting as a private person, but as a representative of a public organization, keep in mind that your application for a rally will be rejected if this organization was banned or liquidated in accordance with the law.

According to the law, the application for the rally must contain the names, surnames, patronymics and contact details of at least three people who take responsibility for maintaining order during the rally, as well as for technical support (sound equipment) and medical assistance if necessary (the presence of a health worker, first-aid kit). Therefore, your next step is to organize an initiative group to hold a rally, which, besides you, will include at least two more people.

In the application, in addition to the names, surnames, patronymics and contact details of the members of the initiative group, indicate other information. Enter the time of the rally. Please note that the application must be submitted no earlier than 15 days and no later than 10 days from the desired date of your event. Also remember that, according to the law, any public event should be held in the interval 7-00-23-00 local time.

Indicate the maximum number of participants in the rally. Remember that by law, exceeding the specified number of participants is equal to an administrative offense and may be punished by a fine.

A public event (including a rally) can be held in any public place if this does not pose a threat to either its participants or outsiders, and also does not entail a significant violation of their legitimate interests. In practice, this is far from always the case. Often, the organizers of the rally are either offered not the best places to hold it, located far from local authorities, or even try to reject the application under any pretext.
