The compilation of the request must begin with the so-called "header". These are a few lines in the upper right corner.

Formal responses from higher-level organizations are the best argument for contentious issues with grassroots officials. The answer on the form signed by the sovereign of a person who is clearly higher in rank produces the effect of a magic wand.
