The threat of censorship appearing on the Internet began to be actively discussed on the Russian-language Internet before the second reading of bill No. 89417-6 at the State House of the Russian Federation. It is aimed at combating child pornography, drug propaganda and child suicide, but the introduced mechanism to block illegal content could theoretically be used as a tool for wider Internet censorship.

Of course, to write a letter to the State Duma regarding any law, you need to familiarize yourself with it and make your own opinion. Otherwise, the text will turn out not about the law that interests you, but about the fact that someone informed you about it. In this case, we are talking about a legislative act amending the four existing laws. The bill to introduce such amendments passed three hearings in the State Duma, approved by the Federation Council and signed by the president. After the publication of its text in Rossiyskaya Gazeta, the official publication of the Government of the Russian Federation, the law partially came into effect on July 30, 2012 (two items relate to November 1, 2012). The full text can be found on the website of this publication - a link to the corresponding page is given below.
To send a prepared appeal, it is easiest to use the appropriate form on the official website of the State Duma of the Russian Federation - a link to the page with this form is given below. The text of the letter can be copied and pasted into the "Message text" field, typed directly in it or attached as a separate file, while writing an explanatory text. In the field "To whom it is addressed" indicate the name and position of the first person of the State Duma - "Chairman of the State Duma Naryshkin Sergey Evgenyevich". You can receive an answer to your appeal by e-mail or regular mail - select the option you need and fill in the appropriate fields (they change when you change your choice). Do not forget about the "captcha" (the set of characters shown in the image below the form) - you need to enter it in the field above the "Send message" button to convince the site scripts that you are not a spammer robot.
If for any reason you do not want to send your letter via the Internet, this can also be done by regular mail. The mailing address of the State Duma is 103265, Russia, Moscow, ul. Okhotny Ryad, house 1. And you can refer the appeal to the State Duma reception office if you have the opportunity to visit her in Moscow, located in the vicinity of the V.I. Lenin metro station, house No. 7 on Mokhovaya Street. The reception is open without lunch break from 9 a.m. to 5 p.m. (Friday to 4 p.m.) every working day.
