The memorandum is a Latin term that is actively used today in the political sphere. It is a specific type of relationship between different states.
The word "memorandum" came to our everyday life from the Latin language, where it meant something important, which must be remembered. Today, this word means the type of written document (act) exchanged between the governments of these countries. As a rule, the memorandum is a kind of annex to the note - another diplomatic act, the essence of which is to present certain rights, claims, as well as protests against any wrong decisions of higher authorities. Note - a document that does not have to indicate a protest, it can be informative. As a rule, a memorandum contains information about a particular issue that is put forward in a note. It may contain detailed analytical information on the problem being expressed, and may contain theses used as objections in discussions on a certain fact. The memorandum, like the note, has always been sole, however, in the past few decades, collective papers have also appeared, which are drawn up by authorized officials of two or more countries. Such documents imply a close relationship between the countries that took part in its signing. During the Soviet Union, parallel memoranda were distributed that were exactly the same and were sent to several states. The paper of the USSR on the threat of the use of nuclear weapons can be considered the most striking example. The texts indicated that similar materials were sent to the leadership of other countries. Often, memoranda are confused with memorabilia, which carry additional information in spoken language. The main difference between these documents is that the notes are created in the third person and contain appeals (sometimes compliments), and the memorandum is written without appeals and in an impersonal form.
