Alla is from Kiev. She was born in 1939 in a Jewish family. The girl’s father served in the Lesya Ukrainka Theater. Perhaps the creative activity of the head of the family predetermined the future choice of the child. Balter's acting career began in 1961 on the stage of Lenkom. Then the actress returned to her homeland and entered the theater of Russian drama.
