Normative legal acts, which have the force of laws and are essentially legislative decisions of the authorities, can be applied in practice only after they enter into legal force. The entry procedure is determined by applicable law. The rights of citizens, enshrined in the Constitution, imply the official publication of decisions of public authorities for general familiarization in those publications that have official status.
Publication - a prerequisite for entry into force
Any normative acts and laws, the content of which concerns the rights, freedoms and duties of citizens of the Russian Federation, in accordance with part 3 of article 15 of the Constitution of the Russian Federation, must be published in the mass media for general familiarization. Those regulatory legal acts that, although they were adopted by the relevant authorities, but have not been promulgated, cannot be applied in practice and are not considered to have entered into force. The date of the official publication of regulatory decisions of the authorities is used to determine whether the legal norms they establish were in effect at the time of violation or legal disputes arising.
Any media outlet has the right to publish decisions of authorities, but the initial publication is carried out only in those that have official status. They are publicly available and freely distributed among the population by unlimited subscription. The text of the regulatory legal act in such publications should be printed in full, without denominations and abbreviations.
