Every year from the beginning of April to the end of June and from the beginning of October to December 31, citizens who have reached the age of 18 are called up for military service. Young people recognized as fit for military service due to health reasons are obliged to repay the duty to the Fatherland.

The conclusion on the health status of the draftee is given by a commission from a medical institution with which the Ministry of Defense of the Russian Federation concluded an agreement on holding a medical commission.
The draft commission decides on the suitability for military service (Federal Law No. 104-F3). In accordance with the law, the draft committee includes: a chairman selected from members of the local administration, a deputy chairman - an official from the military commissariat, a secretary, a doctor who supervises the medical examination of draftees, a representative of the district police department, a representative from the district education department, and a specialist from employment services, head of the civil service recruitment department.
The draft commission is entrusted with the organization of the examination of the draftees and the adoption of a decision on the draft for military service, exemption from draft. On the basis of the decision, the conscript may be sent to an alternative civilian service, granted a deferral, or credited to the reserve.
If, on the basis of a medical opinion, the commission has decided to call up, the type and type of armed forces of the Russian Armed Forces is immediately determined.
The chairman of the draft board is obliged to announce the decision to the draftee and issue a photocopy of the official decision. If the conscript does not agree with the medical examination, he has the right to undergo a medical examination at any institution that has a state license and submit an opinion by independent doctors. On this basis, the draft commission is obliged to send the conscript for a more detailed re-examination and only after that make a final decision on the draft, deferral, release or enrollment in the civil service.
