The Russian Federation consists of various entities, which include republics, regions and autonomous regions. Republics, in fact, often represent separate small countries that have become part of Russia. They have their own cultural traditions and languages.

According to the Constitution, all subjects of Russia have equal rights. And no one can have more rights than the other. But, according to the same Constitution, a republic is described as a “state”, which is part of another country and has some additional state powers, for example, a republic has the right to establish its own state language on a par with Russian. Also, the Constitution does not allow any other sovereignty other than the sovereignty of the multinational people of Russia, and therefore the Russian Federation.

The description of the republic as a state implies a certain additional sovereignty for it, and this contradicts the provisions on the equal rights of all regions. This point still causes some difficulties from time to time, because if to some extent the additional sovereignty of the republics were granted, then other regions of Russia would be infringed on their rights. Therefore, it was accepted that the concept of "republic" does not include recognition of its sovereignty, but reflects its historical, national and cultural status.

In 2014, the Republic of Crimea joined the Russian Federation, which became the most subsidized region. Subsidized are those regions that require significant financial support from the country's budget. It is planned to allocate more than 50 billion rubles a year to support Crimea, up to and including 2017.
