Any family with three or more children, including foster children, under the age of 18 years, whose average per capita income does not exceed the established minimum living wage, is entitled to receive benefits. If children study, the right to receive benefits is extended to 23 years. In order to receive benefits, parents must submit an application to the social security authorities at the place of residence or registration. If the family income meets the established conditions, parents are issued a certificate of the possibility of obtaining benefits. Such a certificate is updated annually, because during this time the family income may increase or one of the children may become an adult.

The amount of established benefits may also vary - this depends on the level of inflation, the state of the budget and other indicators of the general standard of living in the country. In addition, many benefits are provided at the expense of the local budget. Therefore, the order of their provision and size may also be different for different municipalities.

To receive a subsidy for the payment of housing and communal services, which is at least 30%, one of the parents must apply with a written statement about this to the housing and communal services. As a confirmation of the right to such an exemption, a copy of the passport, a certificate that the family is large and a certificate of the possibility of obtaining exemptions must be put in the application. The same package of documents will be required when registering children in a nursery, kindergarten, school, as well as to receive benefits for travel in city and suburban transport.

In addition, children from a large family have the primary right to obtain a place in kindergartens, and if there are medical prescriptions for this, in sanatoriums, children's recreation camps or other medical institutions.

Families with many children are entitled to receive a loan at a reduced rate in the case when they want to build or acquire their own housing. This is a target loan - only construction materials and equipment can be purchased for it. Those families that need to improve their living conditions, after conducting a special examination, can count on the priority receipt of new apartments under social rental agreements. If desired, such a family can obtain a land plot with an area of at least 15 acres for farming or using it for a garden or a summer residence.

Working parents have the right to employment assistance. In this case, considerations of the convenience of the location of the workplace, as well as the needs of the family, are necessarily taken into account. Medicines can be provided free of charge to children under 6 years of age, and schoolchildren are entitled to two free meals and are provided with a sports uniform. Parents also receive a monthly cash payment and compensation due to inflation.
