If your appeals to the local municipal and state authorities have not taken proper effect, or you are concerned about a political, economic or social issue, you can ask your question to the President of the Russian Federation.
Instruction manual
1
Write a letter to the President of the Russian Federation. To do this, send your message to the presidential administration at the address: Moscow, Staraya Ploshchad 4. Be prepared for the fact that it is unlikely that your issue will be addressed directly to the head of state. Most likely, it will be read by his administration. But this does not mean that your problem will remain unresolved. The Presidential Administration takes a lot of efforts in order to help ordinary citizens in solving their problems. Perhaps, if necessary, your question will be redirected to the relevant department or ministry, but it will remain under the control of the administration. The term for a response to a written appeal from citizens to the president, established by the law of the Russian Federation, is one month.
2
Contact the president online. Ask your question on the president’s website at: http: //appeals.president.rf/. This page details the requirements for filling out an appeal to the head of state and provides a form for writing a written appeal.
3
Address the head of state through the website of the presidential administration: http://www.kremlin.ru/. Go from the main page of the site to the tab "Appeals", there you will find a form for writing a letter. Choose an electronic or written form, fill in the information about yourself. Indicate your surname, name and patronymic, your email address, phone number, from the drop-down list, select the type of social status that you hold in society, then mark your region. The following is a field for writing a direct appeal to the president, which should not exceed 2000 characters. You can attach a file to the letter, the size and acceptable formats of which are indicated on the same page.
4
Take part in a direct line held annually with the President of Russia, during which the head of state answers questions from citizens. You can make a direct line telephone call and leave a question that excites you, which, with any luck, will be read. It is possible to send questions via the Internet (the website of the federal channel that broadcasts a direct line) or in sms format.
