The house book as a document is necessary for the owner of the house in order to record in it the actual residence and discharge of people who registered in the house from the very beginning of its construction. In municipal housing, the house book is drawn up by the administration that owns the building. In this case, it is stored by the person responsible for the maintenance of this housing. If there is no need for a house-book institution (registration in the building is not required for people living in it), a so-called housekeeping book is set up for housing. The organization that owns the housing is obliged at the request of the tenant of the house to issue him extracts from the records in this book.

The fact of discharge from the same place occurs automatically when a person registers in a new place. Today it is a generally accepted procedure in our country. And to specially write out from one place, filling out the departure sheets, application forms for discharge, is no longer required. Employees of the FMS send new registration data to the previous address where the person was registered. As soon as such data arrives by mail in the department of the FMS, where the person was registered, he is automatically written out.

The fact that a person has been discharged from a certain place of residence should be recorded by the homeowners in their home book. Entries in the home book are reflected in the monthly payment of utility bills in the direction of their increase or decrease. Depending on whether a citizen has registered or written out from the address to which the house book is assigned.

In order for a citizen who does not have a house book in his hands to be able to write out from a certain place of residence, he needs to have a passport or other document proving his identity in his hands. If you plan to register to a new address on the same day with an extract - a statement is made on the official form of the FMS that the citizen asks to register it at the new address.

At the same time, the FMS bodies will carry out the procedure for removing a citizen from the register at the previous place of residence. This procedure is called "on request." The passportist will accept from the citizen a completed application for registration, an identity document, and within the agreed time will issue him a passport in which there will be notes on the removal of a person from registration and his registration at a new place of residence.
