The democratic structure of society implies the active participation of all its members in public and political life. The process of creating and registering political parties in Russia is regulated by the Federal Law of June 11, 2001 No. 95-FZ "On Political Parties" ( http://base.garant.ru/183523/ ). It defines the main provisions on what should be the structure of the party, its name and symbols, as well as the process of its registration and the list of necessary documents. Therefore, the creation of a party must begin with a careful study of this law.

For the party to function successfully, many supporters will be needed. For example, for official registration, the Federal Law "On Political Parties" requires at least 100 thousand party members to be recruited. But even if your future organization is still very far from such a scale, do not worry. A party may exist without being registered. The creation of any party begins with a constituent congress. It does not require any permission from state bodies. A party is considered to be created from the moment the constituent congress adopts an appropriate decision and approves the party’s program and its charter.

The founders of the political party are the delegates to the constituent congress. After the official creation, they become its members. In some cases, political parties are not created from scratch, but are transformed from existing public organizations or movements. In this case, the moment of creation of the party is considered the day of making the corresponding entry in the unified state register of legal entities.

The structure of a political party includes a central management committee and regional branches. Therefore, for successful activity it is necessary to try to extend the party's influence to as many regions of the country as possible, attracting new supporters and sympathizers. The wider the network of regional branches, the more noticeable will be the influence of the organization and the easier it will subsequently be the process of registration.

It must be taken into account that depending on the initial conditions of registration (creation of a new party or transformation of an existing public organization into a political party), the set of documents will be different.
