Stage "Preparatory". First of all, buy the house book itself (usually sold in stores at printing houses). Collect passports of all people registered in the apartment. Make copies of the State Registration Certificate (a) of the right of ownership or any other title document (privatization, purchase and sale agreement, exchange, gift, certificate of inheritance, court decision) and paste them (her) into the book.

The stage of "Getting help." Visit the department of registration of citizens of your city (passport office). Get a certificate of people registered in the apartment (usually issued immediately and free of charge). The certificate is compiled on the basis of an apartment card for submission to the department of the Federal Migration Service in your region (city).

Stage "Filling". Before filling out, read the book order. Start filling out the cover, indicate the house number, apartment number, street and the name of the internal affairs body of the settlement. Go to section III, “Registration.” Carefully fill in each column of the table in legible handwriting in accordance with the requirements indicated on the cover. Indicate the data of all persons registered in the apartment in accordance with the certificate received.

Stage "Walking through the courts." After completing the book, pasting copies of documents of title to it, attaching the received certificate and taking passports of people registered in the apartment with you, go to the department of the Federal Migration Service in your region (city). At the OUFMS, you will be directly marked in the book in section III, opposite each registered person, a mark (stamp) stating that this person is registered at this address on a certain date. You just have to go back to the passport office and hand over the completed home book for registration, and then get it on the appointed day.
