According to the law, citizens have the right to assemble peacefully and without weapons, to hold meetings, rallies and processions. In practice, organizing a rally is not easy, since it is necessary to comply with the statutory requirements for its holding.

Actually, a rally is a mass presence of people in an established place to express an opinion on certain problems of a socio-political nature. Any individual who has reached the age of 16, a political party, a religious organization, etc. is capable of organizing a rally. Only incapable or partially capable persons convicted, held in places of deprivation of liberty, organizations and parties whose activities are suspended or prohibited are not entitled to organize rallies.

In order to hold a rally, its organizer must, not earlier than 15 days and no later than 10 days before the rally, submit a notification of the upcoming rally to the local government or executive authority of the constituent entity of the Russian Federation. In this notification it is necessary to indicate the purpose of the rally, the venue of the rally, the time, the estimated number of participants, means of ensuring security at the rally, etc. The specified body may suggest changing the place or time of the rally. Not later than three days before the rally, the organizer must inform the executive or local government about the acceptance or rejection of this proposal. The rally organizer is obliged to ensure its holding subject to conditions agreed upon with the authorities, as well as to ensure its legality.

It is worth remembering that in some places rallies are prohibited. It:
1. territories adjacent to hazardous production facilities;
2. Railways, power lines, overpasses;
3. territories adjacent to the courts, places of punishment in the form of imprisonment, the residence of the President of the Russian Federation;
4. border zones.
Rallies cannot begin earlier than 7 o’clock in the morning and end later than 11 o’clock in the evening.

From the moment a notice of a rally is filed, its organizer has the right to begin public agitation. Campaigning can be carried out in any form not prohibited by law (distribution of leaflets, verbal appeals, etc.).

The scheme for preparing and holding the rally is as follows:
1. Fifteen days prior to the rally, a notification of its holding shall be submitted to the appropriate authority.
2. Campaigning begins.
3. Within 3 days after receipt of the notification, the authorities submit and agree on proposals to amend the conditions of the rally.
4. Not later than 3 days before the rally, the conditions are finally agreed.
5. A rally is being held.
