The title "Veteran of Labor" was first introduced on the territory of the Soviet Union in 1974. It should be noted that until January 2005 the title "Veteran of Labor" was awarded on the basis of the Federal Law "On Veterans". The assignment of this title was in the sphere of competence of the federal authorities and the financing of benefits for veterans was carried out at the expense of the federal budget. But in 2004, lawmakers decided to turn this issue over to the regional authorities, and now each constituent entity of the Russian Federation has its own legislation in this area. In this regard, today, unfortunately, there is no universal algorithm of actions aimed at obtaining the title of veteran.

The fact is that a number of constituent entities of the Russian Federation have largely adopted the provisions of the Federal Law "On Veterans" which has lost force and, on the whole, have retained the same procedure for obtaining this title on their territory. The former procedure consists in the fact that in order to obtain the title of a veteran it is necessary to have a long work experience (usually 25 years for men and 20 years for women), to have awards or distinctions for achievements in work and to reside in the region for a long time.
