For a long time, Ukraine and Russia were part of the same state, and the inhabitants of both countries had no problems changing their place of residence and moving from Kiev to Moscow and vice versa. With the advent of state borders between the two countries, the situation became more complicated. For a personal or professional reason, a Russian citizen may need to obtain Ukrainian citizenship. If you decide on such an important step as changing citizenship, you must be sure that you are doing everything right from a legal point of view.

Instruction manual
1
Think carefully and weigh your step. Acceptance of citizenship of Ukraine implies that you will have to renounce Russian citizenship. Take on paperwork only if you are completely confident in your decision.
2
Apply for renunciation of Russian citizenship. Those who are in Ukraine must apply to the Consulate General of the Russian Federation in Ukraine, living in Russia - to the Federal Migration Service (FMS) at their place of residence. In addition to the application, you will need to provide a passport, a certificate from the tax authority about the absence of debt on the payment of taxes and a certificate from the military registration and enlistment office for men of draft age.
3
Wait for the receipt of the exit from Russian citizenship. Consideration of your application may take up to 1 year.
4
Check if you belong to the category of people who can obtain Ukrainian citizenship in a simplified manner. First of all, these are those who constantly lived (was registered) in the Ukrainian Soviet Socialist Republic (USSR) at the time of independence. Secondly, these are people whose immediate relatives - parents, grandparents, or siblings - were born or were living permanently in Ukraine at the time of independence. They are also those who were previously a citizen of Ukraine.
5
Submit documents for obtaining Ukrainian citizenship. In Russia, this can be done in the consular department at the embassy of the country, in Ukraine - in the OVIR. If you belong to one of the preferential categories when obtaining citizenship, provide the relevant documents, for example, photocopies of the birth certificates of relatives born in Ukraine.
6
Wait for a decision on your citizenship request. It may also take a long time.
note
There is no special program for obtaining Ukrainian citizenship by Russians. The same procedures apply to any citizen of the CIS or non-CIS countries.
