A child receives Montenegrin citizenship if at least one of the parents (or adoptive parents) is a citizen of Montenegro. To do this, before the child reaches the age of 18, the parent-citizen must write an application for entering it in the register of Montenegrin citizens. If the child is 14 years old, his written consent is required. Between the ages of 18 and 23, young people apply on their own.

A child can obtain citizenship by birth right on the territory of Montenegro if he was born or was found in the country, and his parents do not have citizenship or are unknown. If before the child reaches the age of 18 it will be established that the parents are citizens of another country, he will lose Montenegrin citizenship. In contrast to obtaining citizenship in other countries, where the fact of birth in the country is a sufficient condition, this is not enough in Montenegro.

In order to obtain citizenship of Montenegro by adoption, it is necessary to reach the age of 18 years and have an exemption from citizenship of other states. In this case, the applicant must be in Montenegro for more than 10 years legally, have a place of residence and permanent work. If all of the above conditions are met, you must personally submit a written application to the Ministry of Foreign Affairs. The reason for the refusal to obtain citizenship may be the criminal record of the applicant, tax evasion and lack of knowledge of the language.

If the applicant has been married to a citizen of Montenegro for at least three years and has lived in the country for at least five years, he can also apply for citizenship, provided that there are no tax claims against him, the person has no criminal record, has a permanent job and housing.

Foreign citizens may be granted Montenegrin citizenship if they and their activities are included in the special interests of Montenegro. These may be citizens engaged in science, economics, politics, sports, artists and culture. The decision to grant them citizenship is taken by the Ministry of Foreign Affairs of Montenegro on the basis of a conclusion given by the authority whose interests are represented by the applicant for citizenship.

Montenegrin citizenship as a second can be granted under the “economic citizenship program”. To do this, the applicant is required to invest more than 500, 000 euros (data valid for August 2011) in the economy of Montenegro. Investments are considered construction, the creation of joint ventures, tourism, industry.

According to the Law, a citizen of Montenegro is considered to be a person who received Montenegrin citizenship in accordance with previous legislation, if information about him is entered into the existing register of Montenegrin citizens. The law establishes the conditions and procedure for the termination of Montenegrin citizenship.
