Take the language proficiency test of the country where you are planning to move to permanent residence. To emigrate to the countries of the EEC and the USA, positive results of an interview on country studies are also required.

Make a preliminary request to the embassy (consulate) of this country. In the request, indicate the reasons for your decision to leave Russia.

If you receive a positive response from the embassy (consulate), start collecting all the necessary documents.

Contact the tax office to receive a declaration of income for the last 3-5 years (depending on the requirements of the country of departure).

Contact your local passport and visa service (if your city has a representative office of the country where you intend to move) and apply for an immigrant visa. Attach the following documents to the application (certified copies of all documents can be included, except for the certification sheet with the test results in the language): - Russian passport and international passport;
- marriage certificate (in the case of a registered relationship with a foreigner or on the condition that you also have in your hands the consent of your spouse to emigrate to another country);
- An employment contract concluded with the employer of this country or its official representative in Russia;
- birth certificate and birth certificates of your parents (if you are leaving for permanent residence under the national program of another country, for example, Germany or Israel);
- an attestation sheet with the results of a language proficiency test (original).

Get police certificates certifying your reliability as a citizen of Russia. You must receive such certificates for all family members who are going to emigrate with you. If you have been living in one of the former republics of the Soviet Union for a long time, make a request to the authorities of the CIS countries and the Baltic states to receive certificates of your trustworthiness.

Submit all the documents collected with the application form to the consulate. After making a positive decision, move to the country of your choice for permanent residence. Within 3-12 years (depending on the legislation of a particular country) you will receive citizenship.
