Gather a team that will work with you and help you organize a shelter. Everyone should be engaged in their duties and be responsible for a particular business. Find a room where you can organize a shelter. The building or premises for the shelter should provide animals with protection and normal living conditions, have a sewer and water supply.

Equip the premises with enclosures, purchase feed, medicine, animal care products. This will require cash. You will have to look for sponsors who could help the shelter on an ongoing basis.
