Any citizen of the country has the right to assert his rights. If appeals to local authorities remain unanswered, it is worth trying to complain to the Ministry. Nowadays it is not so difficult to do this, anyone can be heard.

Instruction manual
1
Find on the Internet the website of the ministry to which you want to send your complaint. Send a complaint to the minister whose competence includes the solution of the questions raised in your appeal. Almost every minister and, of course, every executive authority has already acquired an Internet service that allows submitting an official complaint. If, out of ignorance or inattention, you wrote a complaint to the wrong minister, do not worry. Your appeal will be redirected to the relevant ministry, to which the subject of your complaint is related.
2
Fill out the form "ACCEPTANCE OF APPEALS" on the site. Indicate your personal data (name, surname and patronymic), choose the most suitable social status from the proposed options, inform the place of work and be sure to write the place of residence, because the answer will come exactly there. Indicate your email address and just in case your contact phone number.
3
In the field "Contents of the appeal" in a free, but decent form, tell us about your discontent. State your complaint and its reasons as accurately as possible. Avoid excessive emotional coloring, because you are driven by a desire to solve a problem, and not just “cry in the vest” of the minister. Write in Russian, do not use threats and insults. As a rule, the text of the complaint should not be more than 5000 characters.
4
If for some reason you do not want to use the Internet for filing a complaint, write a letter to the ministry and send it by mail. If necessary, to confirm your arguments, attach to the written appeal copies or original documents or materials.
5
Make sure that your complaint is registered within three days from the date of receipt by the state body and accepted for mandatory consideration.
