City Hall (city administration) is a local executive authority. It organizes the activities of urban medical and educational institutions, repair and landscaping of roads and courtyards, creates conditions for high-grade leisure of residents, ensures their safety and public order, etc. A citizen may appeal to the city hall with a complaint, a request for help or a proposal for the development of the city. Written complaints of citizens are considered in the manner prescribed by federal law.

Indicate in the upper right corner of the sheet the position, surname and initials of the addressee. Find out in advance which competence of the municipality is responsible for resolving the issue of your concern. On the official website of the municipality, find the address of this committee (department, department, administration), last name, first name and patronymic of its head. You can also obtain such information by telephone at the reception or office of the city hall. The more accurately you determine the addressee, the less the letter will wander along the "corridors of power."

After the addressee, in the "header" of the letter, you must indicate the surname, name, middle name and address of residence of the author of the letter. Step back from the “heading” down 5-6 lines and write in the middle of the sheet the type of your appeal: complaint, statement, proposal, etc. This will set the general tone of the letter and emphasize its officiality.

Describe your problem. Do it consistently, clearly, without unnecessary emotionality. List all relevant facts, indicate the exact numbers, give specific examples, calculations confirming your position. Tell us what steps you took to solve the problem, which organizations contacted, what answers you received from the officials. Pay special attention to the spelling of the names of institutions, names of leaders, dates of your visit to them.

If you attach copies of documents to the letter, list their names, the number of sheets and copies after the main text, for example: "Appendix: 1. Copy of the receipt for utility bills for December 2011 for 1 liter in 1 copy 2. Copy of certificate of state registration of ownership of an apartment for 2 liters in 1 copy 3. A copy of the contract for the management of an apartment building for 2011 for 30 liters in 1 copy."

Be sure to include a date and a personal signature at the end of the letter. In parentheses indicate the last name, first name and middle name in full. In addition to the mailing address to which you want to receive an answer, you can write a phone, email, fax for additional contact with you if necessary.

If the letter is collective, all authors must sign with the decoding of the surname and patronymic. In this case, be sure to indicate one address to which city hall employees will have to send an answer, and the contact phone number of one of the authors of the letter.

Send the letter in one of the following ways: by regular mail, registered mail with acknowledgment of receipt, e-mail, fax. In any case, your letter will be registered with the office of the city hall and reviewed in the prescribed manner. For yourself, you can save a copy of the letter.

7-10 days after sending the letter, you can call the office of the mayor's office and check whether it has been received and which of the officials is under consideration. The law takes 30 days to study the problem. After this period, you will be sent an official written response.

Please contact the mayor directly if attempts to get a response from officials of a lower rank have not yielded any results, and the problem remains unresolved. The town governor needs to write personally when the question concerns most of the townspeople.
