The indifference of officials, procrastination delays or even cases of corruption. These are just a few of the topics with which Russian citizens decide to write a letter to the president. It would seem that a simple matter is to set out the problem, properly arrange it on the road. However, not all so simple.

In the first lines of his letter
Before using your right to personally apply to the guarantor of the Constitution, it’s worth presenting for a moment how many such messages the president’s office receives daily. And each of the applicants, of course, hopes to get not just an answer about forwarding to some lower authority, but a concrete result.
It’s worth mentioning right away that the result will be if all the lower direct authorities are passed. A case in point is that the asphalt sank in the courtyard of the planning district, so much so that the cars get stuck, mothers with strollers can’t drive quietly, and pedestrians constantly stumble over a hole in the road. Immediately writing a letter to the president about this is meaningless and ineffectual.
First you need to contact a special unit of the municipality, on whose balance is the adjacent territory of a particular house. If the application is ignored - appeal to the city deputy elected in this district. In the event that no result is obtained, the following recipients are regional authorities, the Ministry of Urban Affairs and the governor. And only if the whole series of correspondence and personal receptions at these instances did not lead to a result, it is permissible and justifiable to ask the Russian president the question of why there is a hole in the asphalt in the courtyard.
But what will happen if you ask the President of Russia a question on which a series of addressees has not yet been completed? It is most likely that such an appeal will be transferred from the presidential apparatus to the supervising agency and to the specific responsible person. But time, in this case, will take much more.
In addition, it is futile to write complaints to the president about court decisions, since the executive and judicial branches of government are independent, and they cannot influence each other.
What to write a letter to the president about?
In practice, an appeal to the president of Russia is not radically different from ordinary business writing. The letter must be typewritten. For private calls, the address header indicates the addressee in the "To" field and the addressee in the "From" field. Letters from legal entities are issued on the official form indicating the number and date of outgoing treatment.
When preparing the text of the appeal, it is necessary to follow the elementary rules of business etiquette, using mostly simple and unambiguous wording. When using specific terminology, it is better to provide the document with explanations in the footers or at least in brackets.
The style should be predominantly restrained without excessive emotional coloring. The applicant’s task is to convey the problem to the addressee, and not to demonstrate a kaleidoscope of worries about the situation.
The letter should end with a resolution block - a specific request or proposal. Without this, the document may not reach consideration and remain ignored.
Appeals to the President of Russia are sent to the reception office at the request of citizens at the postal address: 103132 Moscow, st. Ilyinka, building 23.
