The law allows a citizen of the Russian Federation to apply in writing to any state structure and personally to its head. The requirements for letters are the same as for any appeal to any authority. Reading your letter will not necessarily be the one to whom it is addressed. But this does not mean that your letter will not be properly responded. Especially if it refers to gross violations.

According to the Federal Law "On the Procedure for Considering Appeals of Citizens of the Russian Federation, " any appeal to a public authority should contain information about where it is addressed. For this, the name of the power structure is enough. However, if you are contacting a particular official, indicate his position, last name, first name, and middle name.

If you write to the Minister of Health and Social Development, it would not be superfluous to indicate: "To the Minister of Health and Social Development of the Russian Federation T. Golikova." Since people in the ministerial chair tend to change, it is better to clarify who is holding this position at the time you wrote the appeal. This information can be found on the website of the Ministry of Health and Social Development or other online resources, fresh print media.

Please indicate your surname, first name and patronymic below, a postal address with an index, at which you preferably receive a response. If the address of your registration at the place of residence is different, which differs from the address of the actual residence, indicate both with appropriate reservations. If you wish, you can specify a phone, preferably a mobile or landline, by which you can be found during working hours. This is necessary so that the official working with your appeal can call you, for example, to clarify details. But this is optional.

There is no strict standard for posting all this information: it is possible both in the upper left corner and in the right one. In the second case, when writing a complaint on a computer, it is better to use a tab, rather than the right alignment option.

It is not necessary to head your letter, but it is better to do so. So you will facilitate the work of those who distributes citizens' appeals to the direct executors. Typically, the top line indicates the type of document: complaint, information request, proposal. You can simply "appeal". Often all words are written in capital letters, sometimes in bold, but all this is optional. It’s not necessary to center it, but you can do it. It is desirable to indicate the subject of the letter below: whose wrongful actions are complaining about, in which area of the ministry your request or proposal relates.

Now it's time to move on to the content of the letter. In it, summarize the essence of your appeal. Write about what you are contacting. If you are talking about an incident, tell us what, where, when and with whom it happened, which particular actions taken against you, you consider illegal, which particular provisions of the current legislation are violated and what your rights are infringed on, what you offer or ask for. It will not be superfluous to emphasize that the law prohibits forwarding the appeal to someone whose actions are appealed therein. If it is more convenient for you to receive a response not to the registration address, indicate to which one it should be sent.

If you apply through the online reception of the Ministry of Health and Social Development, just open the desired page on the ministry’s website and copy the letter there. If you wish, you can send it by mail or take it to the ministry personally. To do this, print the letter, put the date in it and sign it.
Useful advice
In most cases, your appeal will be forwarded to the regional level. However, the law does not prohibit you from going directly to the ministry and to the minister personally, even if the subject of your letter is the situation in the district clinic or village health center.
There are also known cases when it was precisely the appeal to the federal level that served as a guarantee that the letter was taken strictly according to the law.
