In a society built on a democratic platform, a social layer of people who are professionally involved in politics will necessarily appear. Someone comes into this sphere of activity already a wealthy person, but there are those who hope to improve their financial situation. And this makes some sense, since politics is considered a concentrated expression of the economy. Ivan Dmitrievich Grachev is not a poor person. He worked for many years in the State Duma. He initiated the adoption of laws important for the country.

Starting conditions
The biography of each person is written after a certain time period. Based on this document, one can judge his abilities, character and social status. Ivan Dmitrievich Grachev was born on February 19, 1952 in Yakutsk. This city is located beyond the Arctic Circle. In Soviet times, qualified specialists and laborers came here to earn some money. The northern allowance, according to many, was really crazy. The family of the future State Duma deputy had their own plans. After the deadline specified in the contract, the parents returned to the "mainland".
At school, the boy did well. At that time in the country, much attention was paid to the creation and development of new industries and technologies. Specialists for work in machine-building industries began to be selected and trained already from school. Ivan graduated from school with a physical and mathematical bias and decided to get an education at Kazan State University. In 1973, having completed his studies, a certified physicist begins his career at the local Scientific Research Institute "Tehfotoproekt". The young employee is actively engaged in scientific activities that bring not only moral, but also material satisfaction.
According to the results of the experiments Grachev draws up applications for inventions. Each invention brings a certain economic effect. The technology for the production of chemicals for photo processing uses the techniques proposed by Grachev. During his time at the institute, the scientist published more than one hundred scientific articles. In 1983, Ivan Dmitrievich was awarded the breastplate "Inventor of the USSR." Scientific creativity brings the scientist a well-deserved feeling of deep satisfaction. At the same time, he is accumulating internal irritation by the current regulations and rules.
Bureaucratic procedures delayed the introduction of advanced technologies in production. In turn, delays of this kind contributed to the overall lag in the economy. To introduce a new method into production, one had to overcome enormous resistance at the stage of organization and implementation. Both officials and local workers did not strive for new frontiers and goals. They were quite comfortable with a stable and familiar environment. When perestroika began in the mid-80s, Ivan Grachev took what was happening with great hope. And not only accepted, but also actively involved in social activities.

The hard way of politics
By the end of the 80s of the last century, democracy and glasnost in the Soviet Union took on real forms. The dogmatic party apparatus was hardly guided in the flow of events. The situation required new ideas, fresh strength and suggestions. When the first congress of people's deputies gathered in Moscow, Grachev did not leave the TV. As it turned out later, the democratic process was "contagious." Already in 1990, Ivan Dmitrievich decided to join a promising project. He is elected as a deputy of the Supreme Council of Tatarstan, having successfully overcome all filters, obstacles and squiggles.
For three years, deputies have to gain experience in legislative activity. Many at that time did not understand the meaning of what was happening. At the philistine level, people believed that everything was being done for their benefit. So that the standard of living in Russia rises to European and American standards. Very few, including MP Grachev, saw a panorama of events in general. Ivan Dmitrievich made a significant contribution to the creation of a market transformation program in Tatarstan. Reformers considered privatization to be the most important task. No, they did not seek to sell the property of the country to anyone.
Within the framework of the existing target designations, factories and plants, newspapers and steamers needed to be transferred into the hands of effective owners. Deputy Grachev, with his inherent intelligence and brilliance, proved in his speeches and articles the effectiveness of reliance on small business. He was ready to destroy, crush and divide large production structures into small fragments. And to transfer these "small fragments" to local entrepreneurs. The efforts of Ivan Dmitrievich were noticed in the capital and made him a pleasant offer. In 1993, Grachev became a deputy of the State Duma on the list of the Yabloko party.
