Having received a diploma with honors in 1988, Elena Rumyantseva continued to receive education in graduate school. The subject of the study was the calculation of the effectiveness of investment in the agricultural sector. Three years later, Elena Evgenievna defended her thesis and moved to work at the Agrarian Institute at the Russian Academy of Agricultural Sciences. During this period, the country's agriculture was urgently rebuilt on the market principles of operation. Rumyantseva had an internship in European countries and the USA. Based on the results of her research, she managed to defend her doctoral dissertation ahead of schedule on the topic “Development of the priorities of the agrarian policy of Russia”.
The defense of the doctoral dissertation took place in the spring of 1997, when Rumyantseva was not yet thirty years old. She was the youngest doctor of economics at that time. The contents of the monograph caused a lot of discussion among agricultural specialists. Reforms of the agricultural sector in the early 90s were carried out without any preparation and justification. Experts from the USA and France were involved as consultants. The calculations and conclusions presented in the dissertation were repeatedly used at various events where the problems of the country's agriculture were discussed.
