Traffic jams and problems with placing personal vehicles are familiar firsthand to residents of almost all cities. These issues are especially relevant for megacities, such as Moscow. On the initiative of the metropolitan administration, in 2009, the development and implementation of the “people's garage” program was launched to solve these problems.
The program "People’s Garage", as conceived by its developers, should solve the problem of the chaotic construction of garages, which were built in the capital both legally and by the method of self-construction. In the course of its centralized implementation, it was planned to carry out preparatory work for the search and preparation of land, as well as the preparation of all necessary permits for the construction.
The largest capital banks that were supposed to become investors in the construction of large multi-tier garage complexes, underground and ground parking lots, and car parks were involved in the implementation of the program. In addition, Moscow residents were given the opportunity to borrow money for construction in one of the commercial banks under a special soft loan program. Money was issued at a small percentage - 11.9% for up to 5 years. As a collateral, it was possible to use the object under construction itself. In the hands of the borrower received up to 70% of its market value. According to preliminary estimates, it amounted to 350 thousand rubles.
The construction of public garages was carried out on the terms of co-financing by all investors, which are the future owners of parking spaces. Already in 2010, during the implementation of this program, about 92 objects were built in Moscow for almost 33 thousand parking spaces. In 2011, it was planned to build 141 objects for 50 thousand cars.
However, the program began to slip - the constructed garage complexes were located in those places where there were vacant land, and not in areas where there was a real need for them. The result of this was that there were not enough people who wanted to buy a parking space, especially, for such a lot of money.
The result of an ill-conceived economic policy that does not take into account the need for the construction of garages in the areas where they are located and the real solvency of the residents of the city, became empty garage complexes. This, of course, did not lead to a solution to the transport problem in the capital. The Moscow government had to take measures to adjust the project for the placement of large facilities and even reduce the cost of parking spaces to 250 thousand rubles in "sleeping areas". True, in the center now such a place will cost the car owner 500-600 thousand rubles.
