The first and only condition for obtaining a Russian passport is citizenship of the Russian Federation. In order to confirm citizenship in the absence of a passport, other documents can be submitted.
According to the current legislation, a Russian citizen receives a passport when he is 14 years old. However, this does not mean that from this time on he can be considered fully competent, unless otherwise proved in court.
To obtain a passport, you should contact the Department of the FMS of Russia with a specific package of documents. So, in order to get a passport at the age of 14, you will need a birth certificate, documents confirming registration at the place of residence, 2 photos 3.5 × 4.5 (it does not matter, black and white or color). In addition, a statement of the form will be required.
If a citizen of the Russian Federation has reached the age of 20 or 45 years, has changed his last name, first name, middle name and even gender, then he is obliged to replace the passport by presenting all the documents serving as the basis for this (usually these are certificates from the registry office), as well as the old passport, photos and certificate of registration at the place of residence. If inaccuracies are found in the issued passport, it is exchanged for a new one also only on the basis of certificates from the registry office.
To make notes on marriage / divorce, existing children under 14 years of age and military duty, a citizen is obliged to submit certificates from the registry office and military ID. If desired, notes on the blood group and TIN can be entered in the passport.
A lost passport can be restored by contacting the UMFS with the appropriate application. You can not contact the police, as the FMS officers themselves will send information about the lost document to the internal affairs bodies. And it will take much less time than if the citizen himself went first to the police, and then to the Federal Migration Service. The only exceptions are cases when the passport was really stolen.
In confirmation of the citizenship of the Russian Federation, a birth certificate and some other documents drawn up with a passport can be used: a certificate of marriage / divorce, a military ID, a passport and even a certificate of release, as well as a work book, pension or driver's license.
