The Investigative Committee of the Russian Federation is one of such units. From the moment of its formation, Alexander Ivanovich Bastrykin was appointed head of the committee.

The future "chief investigator of the country" was born on August 27, 1953. The Bastrykin family then lived in the city of Pskov. Father and mother, participants in the war, raised a child in the original Russian traditions. They instilled labor skills. They taught to respect the elders and not offend the weak. In 1958, parents moved to Leningrad. In the city on the Neva, Alexander went to school. He studied well. I got along with classmates. Having received a certificate of maturity, he entered the local state university. In his student years he went in for sports, played the guitar, and visited the journalism studio at the Smena newspaper.
In 1975, a graduate came to work in the city department of criminal investigation. For three years, Alexander learned well how people from different social strata live, what problems they have to solve and how they make decisions. To summarize the accumulated experience, Bastrykin continued his studies in graduate school. At the same time, he began to give lectures to students receiving a law degree. In 1980 he defended his thesis.
