Valery Semenov is a former regional politician, and now a member of the Federation Council of the Russian Federation, where he lobbies the interests of residents of the Krasnoyarsk Territory. One of the initiators of his association with Taimyr and Evenkia into one subject.
Biography: childhood and adolescence
Valery Vladimirovich Semenov was born on September 16, 1960 in Cherkessk. All his childhood passed in Karachay-Cherkessia. There he graduated from high school. From the fifth grade, Valery became interested in cars. After classes, he attended classes at the Club of the Young Technician.
After school, Semenov became a student at the local automobile and road technical school. He graduated with a degree in car mechanics. In 1979, he joined the ranks of the Soviet army. He served in one of the military units of Norilsk. In the seventies, many recruits were sent to cold Norilsk. The guys went for two years, but hung for decades, remaining to live there. At that time, it was possible to earn good money there.
After completing the conscription service, Semenov also decided to stay in Siberia. He decided to continue his studies in order to graduate. Semenov entered the Faculty of Economics of the Norilsk Evening Industrial Institute. In parallel, Valery worked as a mechanic-repairman of vehicles at one of the enterprises of the city, and then as a bus driver. After graduation, he became a certified engineer and economist.
Career
After graduation, Semenov continued to work in the first specialty. After retiring from the position of a bus driver, he got a job in the Norilskbyt production association, which belonged to the A.P. Zavenyagin mining and smelting plant. There Valery was at first an ordinary craftsman, but soon received a promotion and became a garage master, and then the trust manager of mechanization and beautification. Subsequently, he was promoted to chief engineer of the entire production association.
In 1997, Semenov came to the local administration, where he became the first deputy head of Norilsk. At that time it was Vladimir Morozov. Two years later, Valery left the Norilsk administration.
Over the next decade, Semyonov’s work was related to local mining companies, in particular nickel and copper. So, he held the following posts:
- since 1999 - head of the scrap metal recycling plant at the Polar Division of OJSC Norilsk Mining Company;
- Since 2000 - Deputy General Director in the same structure;
- Since 2001 - Deputy General Director of the Polar Division of OJSC Norilsk Nickel.
In 2001, Semenov decided to try his hand at politics. He managed to win the parliamentary elections of the Legislative Assembly of the Krasnoyarsk Territory of the second convocation. In 2007, he successfully passed the re-election process on the lists of United Russia. In parallel, he was the secretary of the Krasnoyarsk branch of the party.
In the same year, Semenov actively advocated the unification of three neighboring regions - the Krasnoyarsk Territory, Taimyr and Evenkia. He took direct part in organizing and conducting a referendum on this issue. In an interview, he stated that the merger process will restore the historical unity of the Siberian territories, significantly accelerate the development of their rich bowels and improve the quality of life of residents, including indigenous peoples of the North.
Since 2013, Semenov began to control the preparation of Krasnoyarsk for the first in the history of Russia Winter Universiade, which will be held in 2019. He is responsible for monitoring the preparedness of sports and social facilities.
In 2014, Semenov continued his political career in Moscow, which he had long dreamed of. Valery became a member of the Federation Council of the Russian Federation from the Krasnoyarsk Territory. In this post, he replaced Vyacheslav Novikov, who died of a heart attack. At that time, Semyonov had rather high ratings among the population. Political technologists prophesied to him the post of governor of the Krasnoyarsk Territory. However, he still decided to move to the capital. As a senator, Semyonov was responsible for the budget and financial markets.
In 2016, the Krasnoyarsk Territory again delegated it to the upper house of the Russian parliament. Semenov’s candidacy was unanimously supported and quickly approved, as he established himself as an influential regional politician who knew very well how his region lived.
He was the only contender for this post, therefore, according to the opposition, he would have been elected anyway. However, a number of political strategists agree that Semenov is justly re-elected. Experts note that as a representative of the Krasnoyarsk Territory in federal authorities, he actively lobbied for the interests of the region and continues to do so. So, Semenov achieved the support of local industrial enterprises at the state level, helped to increase the regional budget from the federal. He also actively promoted his region in all state programs, attracted investors, including foreign ones.
