In 2010-2011 In 74 regions of Russia, a recycling program for old cars was in place. It was introduced by the Ministry of Industry and Trade of the Russian Federation as an anti-crisis measure to maintain the domestic auto industry, as well as to improve the environmental situation.
The recycling program was aimed at reducing the old fleet, that is, cars manufactured in 1999 and earlier, which for the most part did not meet modern safety standards and environmental standards. To this end, citizens who have such cars, when they were scrapped, were given the right to purchase a new car from the list approved by the Ministry of Industry and Trade of the Russian Federation with a discount of 50 thousand rubles. This list included both domestic cars (Lada, GAZ, UAZ, IL), as well as some models of foreign companies that are assembled in Russia (Ford Focus, Toyota Camry, Scoda Fabia, Volkswagen Tiguan, etc.).
The following requirements were imposed on a car handed over for recycling:
- weight up to 3.5 tons;
- age over 10 years (1999 and earlier years of release);
- complete completeness - the presence of all components, parts, assemblies and assemblies in their regular places;
- registration for the last owner for at least 1 year.
Exchange of old cars for new ones was carried out according to the following scheme. The car owner fills in 5 copies of the form of the Certificate for the disposal of a decommissioned vehicle, presented on the website of the Ministry of Industry and Trade of Russia, on the sites or in the offices of car centers participating in the program. Then the owner of the car arrives on it to an authorized dealer from the approved list with a full set of documents and draws up a power of attorney for the car center employee to deregister the vehicle, transfer it for disposal and receive a certificate of disposal. The owner of the car and the dealer center conclude an agreement on the execution of these actions, as well as an agreement for the safe storage of the vehicle until it is deregistered. The client selects a new car from the list approved by the Government of the Russian Federation, and the dealer reserves it and calculates the price, taking into account a discount of 50 thousand rubles. Upon receipt of a disposal certificate between the trade organization and the client, a car purchase and sale contract is concluded, full payment is made and other actions related to registering it with the buyer.
At the next stage, dealers organize the transportation of used cars to the utilizers. After that, the Ministry of Industry and Trade of the Russian Federation compensates the auto centers participating in the program for the cost of transporting vehicles to recycling points, as well as the amount of discounts provided to customers.
As a result of the recycling program, the fleet in Russia was updated by 14%, with the majority of newly purchased vehicles being the production models of AvtoVAZ OJSC - Lada. Also, under the program, citizens gave preference to buying brands such as Renault, Ford, Chevrolet, Fiat, GAZ, UAZ.
