The future scientist and statesman of Russia was born in Ussuriysk on April 1, 1948. Education Sergei Nikolaevich received at Moscow State University: in 1972 he graduated with honors from the Faculty of Economics of the university, and then graduate school.
Sylvestrov subsequently raised his qualifications at the University of Economics of Budapest, at the German Academy of Public Administration, at the European Institute of Social Relations and Labor, as well as at the Higher Normal School of France and at the Russian Academy of National Economy.
