Relations between people are regulated by a set of rules and laws. The presence of regulations does not ensure their strict implementation. Conflicts in society arise for a variety of reasons. To regulate relations and resolve conflict situations, the state has established a special body that protects the rights of a particular person. Sergey Shabanov holds the position of Ombudsman protecting human rights in the Leningrad Region. In his actions and decisions, the Commissioner is guided by the relevant law, which was adopted by the regional Duma.
Sergei Shabanov was born on January 10, 1956 in an ordinary family. Parents lived in the famous city of Leningrad. The father is a career officer who served in one of the military units. Mother worked as a teacher of mathematics at the electro-technical institute. At school, Shabanov studied well. He actively participated in social and sports life. The future lawyer’s favorite subjects were mathematics and physics. After the tenth grade, he decided not to interrupt the family tradition, and received a higher engineering education at the Leningrad Artillery School named after Red October.

Professional activity
In the personal file of Colonel Shabanov, it is recorded that he successively went through all the steps of the career ladder. Professional career was successful. At different times, he held the position of division commander, commanded a regiment and an artillery brigade. In the early 90s, after the collapse of the Soviet Union, according to the results of the ongoing reductions, he quit the armed forces. He completed a training course at a private law institute and received a corresponding specialty.
He worked for more than six years as the head of the administrative department in one of the largest regions of the Leningrad region. In 2006, Shabanov was invited to the administration of the Leningrad Region. In his area of responsibility were issues of personnel selection, regulation and organization of daily activities of the Government of the region. Sergey Sergeyevich’s career was developing consistently and reliably. He has accumulated vast experience in administrative work. In the fall of 2012, Shabanov was elected to the post of Ombudsman for Human Rights in the Leningrad Region.
