A year after being appointed minister, Kiriyenko was entrusted with the post of head of government, which he held for several months. The State Duma was categorically against such an appointment, but Yeltsin again and again put forward his candidacy. He argued his decision with the qualities of a young manager: "smooth, tough, consistent."
