The law does not provide for exemption from criminal liability in connection with disability. It is believed that since a person was able to commit a crime, he is able to bear responsibility for his actions. Prison practice provides for the creation of special conditions for persons with disabilities: specialized prison cells.

Conditions of detention
There are very few special ITCs for the disabled. One of these colonies operates in Ukraine, in the Dnipropetrovsk region. There are prisons for the disabled in Japan. As for Russia, there is another practice: re-equipment of individual cells for the needs of people with disabilities. Not every city hospital or every state institution is equipped with ramps, so it is easy to imagine the conditions in which Russian prisoners with disabilities are.
Prison is a correctional institution for the most dangerous prisoners. Persons sentenced to 5 years or more for especially serious crimes, as well as repeat offenders and convicts who regularly violate the rules in the colonies, are imprisoned. There are two types of prison regimes: general and strict. Laws prohibit keeping under strict regime disabled people 1 and 2 groups.
Problems need to be addressed.
Member of the Civic Chamber of the Russian Federation Maria Kannabikh claims that the quality of life of prisoners with disabilities in Russian colonies is completely dependent on the mercy of their cellmates. Elementary actions such as going to the dining room or toilet turn into a huge problem, since there are no ramps, no lifts, or other specialized devices in the colonies.
According to Cannabih, public monitoring commissions have recently begun to pay special attention to the problems of disabled prisoners. We are talking not only about wheelchair users, but also hard of hearing, visually impaired people suffering from diseases of the internal organs.
In addition to arranging colonies, there is another problem: the lack of medical staff. Medical workers simply do not want to work in “remote places” due to difficult conditions and low salaries. Purely human they can be understood. Who wants to go to the ends of the world for a dubious company and a small salary?
